Uruguay’s former national director of energy in the Ministry of Industry, Energy and Mining, who was the impetus for the country’s shift away from dirty fuels, has been promoting the country’s success as a repeatable framework of energy sovereignty for developing countries.
Typically, Uruguay generates a surplus of electricity due to an excess of wind-power capacity. The country seeks to identify additional domestic uses for excess electricity and potentially increase exports to Argentina and Brazil.
In 2022, exports of electricity represented $222 million which was less than 50 percent of the total amount of electricity exported in 2021. This decrease was primarily due to a severe drought which adversely affected the generation in Uruguay.
Although forestry is the main source of biomass, Uruguay has other feedstock sources available from the beef industry and edible oils. Investments in biomass generation increased considerably in 2013, reaching more than 400 MW of installed power generation and has not increased since then.
When severe droughts struck in 1999, 2004, 2006, and again in 2008, the country was forced to import ever larger quantities of oil.
