The better way to reform such capacitor is by giving a controllable voltage at its rating point with a resistor in series. Then we can see the current movement inside the circuit with a Volt-meter across the resistor. Off course the best way is to use specific reformer device, like Sencore LC-102 (which I’m too lazy to power her up).
Capacitor should be reconditioned by applying rated voltage in series with a 1000 Ω, current limiting resistor for a time period of 30 minutes. I also saw some places online suggest to reform caps for 5 minutes (minimum) plus 1 minute for every month the cap was stored.
You need to know what the voltage and current is at the capacitor which will require two meters. I recommend deciding on a max current limit, very slowly increasing the voltage until you hit that limit. A capacitor has been successfully reformed when it is capable of handling its rated voltage again.
Reforming Electrolytic Capacitors The process of reforming an old aluminum electrolytic capacitor consists of the application of rated voltage, through a resistor, for a period equal to five minutes plus one minute per month of storage. The electrolytics appearing on the surplus market have often been in storage for a very long period indeed.
Leakage current of a capacitor increases with long storage times. The aluminium oxide film deteriorates as a function of temperature and time. If used without reconditioning, an abnormally high current will be required to restore the oxide film. This current surge could cause the circuit or the capacitor to fail.
Electrolytic capacitors this large are very difficult to find and when you do they are very expensive and never the same physical size of the ones you are trying to replace. After a bit of Internet research, I discovered that it is possible to resurrect or recondition electrolytic capacitors that have been sitting around for a long period of time.
Reforming Electrolytic Capacitors
Reforming Electrolytic Capacitors. Manufacturers. claim that most old electrolytics can be saved if the correct procedure is followed, regardless of how long they have been unused. Such capacitors must be "reformed". This process consists of applying rated voltage through a resistance (about 30,000 ohms, five watt) for five minutes plus one ...

Replacing Through Hole Electrolytic Capacitors
By Look/Feel: Look for a bulged top on the capacitor. You may also feel that the vent has burst. One way to confirm suspicion of a bulged capacitor is to place a ruler on top of the capacitor with the edge touching the top. If the ruler will not stay flat, the capacitor is bulged. 2. (Preferred) Using an ESR meter: You can also use an ESR meter to check for bad capacitors. …

Reducing Failure Risk with Capacitor Reforming
Reforming a capacitor refers to a process that restores the degraded aluminum oxide coating. Under normal operation, the interaction between the electrolyte fluid and the electric field around the charged plate maintains the thickness of the aluminum oxide layer. Plate size determines the capacitance rating in Farads.

A capacitor is a device used to store electrical charge and electrical energy. It consists of at least two electrical conductors separated by a distance.
