Strengthening emergency management in coal mines and significantly improving the emergency management capability of coal mines for accidents is a long-term strategic task for developing the coal industry. This paper proposes a systematic framework of emergency management capability by analyzing the risk characteristics of coal mining enterprises. Further, the connotation and structure of the emergency management capability of coal mine enterprises are explored using the grounded theory with risk as the target.
Building the emergency management capability structure of coal mining enterprises based on risk matching perspective The main risk characteristics and types of Chinese coal mining enterprises were summarized. The emergency management capabilities that match the three types of coal mine risks are summarized by grounded theory.
