The Sahrawi Arab Democratic Republic (SADR) is a unique example of a de facto state – having existed for almost 50 years and enjoying international recognition provided by over forty states. Nevertheless, it controls only one-fifth of the territory it claims rights to, while the rest of it lies within the Moroccan borders.
Since August 1982, the highest office of the republic has been the President of the Sahrawi Arab Democratic Republic, a post held by the secretary-general of the Polisario Front, presently Brahim Ghali, [ 17 ] who appoints the Prime Minister, presently Bouchraya Hammoudi Bayoun.
Sahrawi Arab Democratic Republic (SADR), government-in-exile proclaimed by the Polisario Front for self-governance of the disputed territory of Western Sahara. It has been recognized by some 80 countries, though a number of them have withdrawn or suspended recognition.
The most relevant supporting actor and platform for the SADR has been the AU, along with its predecessor the OAU. The OUA’s receptivity was grounded in its foundational normative commitment to the eradication of colonialism in Africa and to the uti possidetis principle – two norms that favour Sahrawi statehood.
The creation of the Sahrawi Arab Democratic Republic was proclaimed on 27 February 1976, as the Polisario declared the need for a new entity to fill what they considered a political void left by the departing Spanish colonial administration.
The SADR's government structure consists of a Council of Ministers (a cabinet led by the Prime Minister), a judicial branch (with judges appointed by the President) and the parliamentary Sahrawi National Council (SNC; the present speaker is Hamma Salama).
