The waste-to-energy plant at Klemetsrud is currently responsible for 17 per cent of the city’s emissions, and is the biggest single emitter of CO2 in Oslo. From 2026, up to 400,000 tonnes of CO2 will be captured each year. This corresponds to the annual emissions from 200,000 cars.
Once operational, this project could be the first of its kind globally. Along with the Norcem Brevik cement plant, Hafslund Oslo Celsio - previously Fortum Oslo Varme (FOV) - is part of Norway’s Longship project (see separate entry) and will receive CO2 transport and storage services under Equinor’s Northern Lights JV project (see separate entry).

The Norwegian state has already given a funding guarantee of 3 billion NOK (310 million EUR).
