Empirically, we study the new energy vehicle battery (NEVB) industry in China since the early 2000s. In the case of China's NEVB industry, an increasingly strong and complicated coevolutionary relationship between the focal TIS and relevant policies at different levels of abstraction can be observed.
As a result, several key enterprises have emerged in each of the battery component fields including Easpring and Ronbay in anodes, Shanshan and BTR in cathodes, Capchem, and Tinci in electrolytes, and Shenzhen Senior and Yunnan Energy New in separators (Industry representative 12).
The region produces 96 and 95 percent of cathode and anode active materials, respectively, and 90 and 95 percent of electrolyte and separator material, respectively (see sidebar, “An overview of the battery industry in Asia”). By contrast, Europe and North America have modest presences in the sector.
In 2023, the Chinese government extended $809 million in subsidies to EV battery maker CATL (more than double the $401 million it provided in 2022) and $208.9 million to EVE Energy (China’s fourth-largest EV battery producer). From 2018 to 2023, the Chinese government extended a total of $1.8 billion in subsidies to CATL alone.
Regarding knowledge development and exchange (F2 and F3), Chinese battery enterprises have increased their R&D expenditure, leading to several technological breakthroughs as well as increasing domesticalization of the key technologies in the four core battery components (anodes, cathodes, electrolytes, and separators) (Gov.cn, 2020).
This considerable gap between demand for cell components and local supply signals growth opportunities in the battery component market. The global revenue pool of the core cell components is expected to continue growing by around 17 percent a year through 2030 (Exhibit 2).
