BEIJING -- China will end the subsidies for new centralized photovoltaic stations, distributed photovoltaic projects and onshore wind power projects from the central government budget in 2021 and achieve grid parity, according to the country''s top economic planner on Friday.
Effective August 1, 2021, China will stop subsidizing new solar farm projects, distributed solar projects for commercial users, and onshore wind farms. For years, China had been generous towards wind and solar projects.
A major issue is the level of curtailment—that is, energy generated but not purchased because it cannot be absorbed by the electricity grid. High solar curtailment rates in the provinces of Gansu, Xinjiang, and Tibet led China’s National Energy Agency to halt approvals for new solar projects in those regions for 2019.
The motivation behind the cut was that China wanted to ensure the local solar industry was economically sustainable over the long term. However, more recently, China’s finance ministry committed to granting 57 percent more subsidies to solar power projects this year, but cut subsidies for wind power.
Chinese Government support for the solar industry started with programs such as the 1996 Brightness Program, designed to electrify 20 million Chinese with solar power in rural western provinces. The program was given 3-5 billion Yuan from national and local governments and designed as a poverty alleviation program.
A glass shortage is raising costs and delaying production of new solar panels for the world’s biggest solar power company, potentially hindering China’s plans to accelerate its shift to clean power.
The ITC concluded that China was subsidizing its solar equipment manufacturers unfairly and enabling them to dump solar panels on the international market at prices lower than the cost of production. The rate was scheduled to decrease by 5% annually to 15% in 2021.
